How to add custom package to yocto build

I downloaded Legato-Dist-Source-mdm9x28-SWI9X07Y_03.01.07.00.tar.bz2 and run under ubuntu 16. I created meta-custom layer and add it to build_bin/conf/bblayers.conf. Then I run make from yocto folder. It says success, so I $swiflash -m wp76 -i build_bin/tmp/deploy/images/swi-mdm9x28-wp/yocto_wp76xx.4k.cwe it also says DONE and success, but I can’t see any changes on the device, my files are not there etc… any idea what am I missing?
