What is system and target?

Can anyone please explain what is the “SYSTEM” and the “TARGET” especially in this Legato application framework terms?

I guess “target” means the module (e.g. WP76,WP77,WP8548…)
Not sure what “SYSTEM” you are referring to…
Can you elaborate more?
