Event for cell id change? le_mrc_GetServingCellId

Is the a event handler for Cell id changes that returns the same as le_mrc_GetServingCellId() ?

see if you can monitor the +CGREG unsolicited message by setting AT+CGREG=2:

Or you can set up a periodic timer to query for le_mrc_GetServingCellId()
